Why Japanese people cannot speak English or can speak very few? The answer is in this news. They have not learned English enough since they were child. According to the news, the Japanese government is planning to provide an English education to every student especially elementary schools next year.
In my opinion, this is a good idea because learning English since they were young will improve a lot. A basic English grammar and comprehension should be taught from native speaker because it would be a base for harder and more complex English skills when they grow up. However, a problem is how to find experienced native teachers enough for every school. Although there are some Japanese teachers teaching English, they do not have enough knowledge or confident to teach their students correctly. It would affect to basic English understanding of students.
Even though the score of test of English as a Foreign Language by Japanese student was the lowest in Asia, maybe in the decade, they would gain the highest score in Asia. Moreover, when you will take place in Japan, you will hear Japanese people speak English fluently.
